Daily dog fouling on pavement and on road surface

F.A.O. Dog warden. There is a lazy, irresponsible dog owner who is allowing their dog to foul on an almost daily basis outside my house (also opposite outside no.s 2 & 4) and is failing to clear up. I say lazy for good reason too since there is a street bin within 10 paces of where their dog is doing it. It was all over the pavement one day, across my drive and is a public health hazard. We have even put up ‘clean up after your dog’ signs on our fence and they are still too lazy to get a poo bag out and put it in the bin. This has been going on for a few weeks now but it must be either late at night, or in the morning, today it was early before 8am, but later some mornings. We have yet to see who this owner is but will forward description of them if catch them doing it. Thank you if you can help as it is really getting us down as pure laziness when there is a bin there as shown on the photo.
