Over-growing hedge

This hedge is on the path boundary of 1 - 7 Spring Lane. It is not inside property deed boundaries but no-one comes to cut it. Myself and neighbours have tried to 'maintain' it for years but it is now grown so large, it needs proper maintenance by the council.
