Hedge needs a good cut back

Hedge belonging to no 6 Arnold’s cottages needs a good cut back by 2 feet it’s taking up most of the path way down to other properties making it difficult to get down with shopping bags/ dogs etc. current owners have let it grow out only snipping the odd bit off. We recently had a new fence and gate fitted and the gate is unable to swing back fully as the hedge it to thick- been reported 5-6 times and nothing has been done only the off but of over hang snipped off
