Laneway behind 140A Kingsmead Rd HP11 1PZ

Before 800am and until about 915am this morning, the builders blocked the laneway and my parking to do a concrete pour. Upon being asked, they initially refused to talk, then said there was no supervisor on site, then said they’d be another half an hour, then said they be another 10 minutes. At about 900am, they disconnected their pump and packed up and left, thereby reopening the laneway. I wish to lodge a formal complaint as I believe this conduct contravenes the planning and building permission in addition to blocking a road without authorisation

Subject to available resources, a civil enforcement officer (traffic warden) will go and assess, and if a vehicle is parked in contravention of a parking restriction, a penalty charge notice may be issued.
