Permission for access to the land.

Sent to Buckinghamshire Council less than a minute later. FixMyStreet ref: 6214735.

I need to fix my garage because of the conifer tree that is on this piece of land, has caused subsidence to my garage. I would like to request permission but I am unsure who to approach. The tree has caused damage, I am worried it will collapse. Please advise?
