Van parked on pavement makes it dangerous to enter West Wycombe Road

I live at 232 West Wycombe Road. For the last 3 months, a big black van, as seen in photos, park next to the exit of 232 West Wycombe Road.
The owners of the van live 3 houses up the road, toward the turn off to Downley.
It is very dangerous to enter onto West Wycombe Road, as you nearly have to cross over the whole road, before you can see if cars are coming down the road, heading to town.
I have nearly 2 times been crashed into trying to leave my house.
Cars race to town, as the speed camera only focuses on people leaving town.
It is dangerous having to enter the road.
The owners of the van live on West Wycombe Road, and have parking at their house.
If you look at the photo, to the right back of the van, you will see barriers.
The van owners have moved them onto the pavement.
There is a notice of suspended parking posted between 232 and 230 West Wycombe Road, but nobody obeys.
I understand that there are no double yellow lines, so people are allowed to park on the road.
However, there majority of the cars parked on West Wycombe Road, have parking at their houses.
It is very dangerous to enter West Wycombe Road.
Can you please paint double yellow lines to stop people parking on the road, because they have parking at their homes, and it will make it safer for everyone using West Wycombe Road.
At night, people going into town drive at speeds exceeding 50mph.
Imagine someone can't see the speeding car, because the van is blocking the view and making it dangerous to enter onto West Wycombe Road, and the speeding car crashes at 50mph into the car wanting to join onto West Wycombe Road?
Can you please look into this issue before someone seriously gets injured or dies.

This has been passed to the Parking Services Team.
Subject to available resources, a civil enforcement officer (traffic warden) will go and assess, and if a vehicle is parked in contravention of a parking restriction, a penalty charge notice may be issued.
