Overgrown bushes blocking footpath and obscuring traffic both creating hazards of danger

These hedges have grown outwards to block the pavement so that pedestrians cannot pass one another without stepping into the road. They also obscure traffic coming round Rose Avenue making turning out of Highfield Way dangerous. In my second picture there is a car coming towards the camera but hidden by the hedge.
