This private hedge is overgrown by at least 2 metres

This hedge was planted in the verge by a householder and has been allowed to overgrow to a ridiculous extent of 2 metres. It is clearly blocking ⅔ of the public footpath. This should be removed and the owner charged as it has been reported more than once and the owner has taken no notice and has not trimmed it in any way.
