Faulty parking system in Cornwalls Meadow Car park

Sent to Buckinghamshire Council less than a minute later. FixMyStreet ref: 5946697.

None of the machines are accepting change. The phone number for the parking system is not working. So the only option is to pay via Ringo which cost me an extra 15p. How are the eldery supposed to deal with this system and download apps onto phones? Why do I have to pay extra to use this facility? Why aren't any of the machines accepting payment via cash? It seems a system heavily weighted against the user.
