Payment system down ?

Sent to Buckinghamshire Council less than a minute later. FixMyStreet ref: 5786871.

Parked and signage by pay machines intimated that payment was required on a Bank Holiday Sunday, it was the 31st March. Tried to pay with Ringo App and said was free. Tried to pay at machine using credit card and said 'authorising' then kept cancelling down. Phoned Ringo and also said free, so couldn't pay. Is it free on a Bank Holiday Sunday, or not ?. Was the system down yet again, or not ?
