Illegal sign on a public road

Residents of the number 11 of coaters Lane has an illegal sign on their fence. They do not allow people to park outside their house. This is a public road and they would come out of their address to challenge people who tries to park outside or they would leave notes on their cars. This is space is not blocking a private entrance and it is on a public road. They usually blocks the pavement with their car not allowing pedestrians to cross the street safely.
