Parked on solid white line across driveway- blocking it

This is an ongoing issue but on 01/03/2024 the owner of the vehicle in the photos was parked outside 22 Oak Green driveway obstructing access for an ambulance to attend the property. Advised driver of ambulance needing access to 22; driver proceeded to move car forward and parked so she blocked 23 driveway which has a solid white line. The road itself was busy with parents dropping of their children; ambulance was struggled to get to 22 - from the T junction to 22 it had taken roughly 15 minutes to arrive. A parent had been verbally aggressive with the paramedic as he had said a parent shouted at him - gist of it was that the paramedic should have been more considerate to parents and not chosen school rush time to transport a patient. I had to guide a car to reverse into a spot to help the ambulance access. If this was an emergency I would be horrified as to how long it would take for paramedics to gain access to their required location during school rush times. This road needs to become either One-way, or, residents, emergency services and staff only access.

    Subject to available resources, a civil enforcement officer (traffic warden) will go and assess, and if a vehicle is parked in contravention of a parking restriction, a penalty charge notice may be issued.
