Hedge between Orchard Barn garden and Chapel Road

The hedge between the front garden of Orchard Barn and Chapel Road has not been allowed to grow very high. It is now intertwined through the overhead power and telephone cables which are directly above it. My neighbours and I feel that this is unsafe and are suspicious that, when combined with the recent strong gales, it may be the cause of our frequent power and internet outages. I have approached the landlord of the property who says that the hedge is not within his boundry and therefore not his responsibility. Can someone trim this hedge down so it can no longer reach the utilities please ?
