Pollards and lightening no working

Cars are hitting the island due to no lights and pollards missing one pollard was on the road side broken . Today Boxing Day l returned in daylight the pollard had been placed back one end . I burst my tire and damaged my alloy returning home on Christmas Day . It’s dangerous l was then at risk as l had to change my tire in the pouring rain can you look into this please asap and l would like to claim damages
