Missing instruction sign

Where Main Street meets Bates Lane, at the traffic island chicane, there is a missing instruction sign to accompany the red circle sign. I'm expecting to see a sign with words "Give way to oncoming vehicles". I have attached a second photo of another chicane further down the road to illustrate what is missing.at this location. I've experienced dozens of incidents here where drivers do not give way to me. I believe the inclusion of worded instructions here would help please.
