Temporary traffic lights for no reason

Temporary traffic lights causing chaos only works is a hole in pavement, yet one lane of road blocked off there has been no one working at this location since mid last week ambulances being delayed- there is sometimes an operative standing by changing lights but today witnessed them too busy playing with mobile phone to notice ambulance traffic lights are unneccessary - if they need to send pedestrians round the hole, then close footpath at the fixed pedestrian crossing and divert people over it, and put temporary pedestrian crossing back over after the works. this will allow traffic to flow and for the number of people that actually walk this road is more in proporation better still, fill the hole and open the path
