Hedge blocking 50% of footpath - 22 Green Lane

Hedge has not been cut this year so has not only grown over the grass verge but is now blocking half of the footpath. The council appears to be disinterested in such problems. It would be appropriate if they wrote to the house owner and if no action was taken by them, advise what the council will have to charge the owner for cutting back if they refuse to arrange for this themselves.
