The van is obstructing access to side wall where I need work done

Sent to Buckinghamshire Council less than a minute later. FixMyStreet ref: 5021943.

The vehicle has no MOT and is parked on council grass verge, has had to be driven across the pavement to get to the space, and as can be seen from the picture you can see it is obstructing access to my side wall so I can’t get a ladder up there as I need to for pointing work on the bricks. Tenant keeps saying she’s sorting MOT but won’t give me a date. She says it’s parked legally and I’m not allowed to have it moved by a recovery company. I’m at a loss as to what to do.

    Subject to available resources, a civil enforcement officer (traffic warden) will go and assess, and if a vehicle is parked in contravention of a parking restriction, a penalty charge notice may be issued.
