Tree blocking footpath

A tree branch has extended onto the footpath - council land - causing a dangerous hazard. The council owe a duty of care to pedestrians to maintain a safe highway. Under the law, you are entitled to remove the overhanging branch (which is now at the point of almost fully blocking the footpath, and could fall and injure someone) and deposit it in the neighbouring property. The council are under a duty to take reasonable steps to make the walkway safe and removal of the branch is a reasonable step. Now you have been put on notice (I note that you have received several complaints over the past few weeks) you are liable in negligence for injuries suffered to pedestrians caused by the offending branch. Please can you remediate asap?
