People parking in permitted spaces with no permits

People constantly parking in permitted spaces when we have to pay for permits, there never seems to be wardens patrolling in the area any more to prevent this, meaning I cannot park in the spaces I'm having to pay to use.

    Subject to available resources, a civil enforcement officer (traffic warden) will go and assess, and if a vehicle is parked in contravention of a parking restriction, a penalty charge notice may be issued.
