These bins are for people living in the flats above the shops(Jung’s) on entry to the packhorse road car park. The buns have now been moved to the entrance road on double yellow lines to allow more parking space behind the shops. In the position these bins are they restrict entry width if the road and are being used by the general public to dump rubbish.

The issue has presented a problem for the past month. Not only are they now placed over double yellow lines, but they should be moved from this very obvious position and it should be made clear they are not for general public use. Perhaps they should be locked?
