Parking in Allocated Disabled Bay

My mother in law has a disabled parking badge and the council arranged a space to be converted to a blue badge space a few years ago.

Recently an Audi (without a blue badge) has been using the space and it is very difficult for my mother in law to park anywhere else and access her vehicle.

The driver is nowhere to be found and we have no idea where they live.

Audi registration in question is HJ19 CXM

    Subject to available resources, a civil enforcement officer (traffic warden) will go and assess, and if a vehicle is parked in contravention of a parking restriction, a penalty charge notice may be issued.
