Cars been sat idol for 2 years

For the past 2 years these 2 cars have been sat in resident parking are and have been abandoned and left to the elements, causing major disruption to accessing my owned parking space and having to park on the road when I’ve had to work late. The deeds to the house say I'm entitled to a space in this area but am unable to park 9 times out of 10 due to these cars sitting idol.
