I noticed that under the bridges of Fairford Leys (under Coldharbour Way) there are signs saying ''It is illegal to smoke in this area''. As these bridges are open both ends with no combustible materials present, and naturally ventilated, I would like to know on what grounds these seemingly nonsensical and unenforceable bans have been enacted.
