Continued and persistent parking on pavement on corner of Hicks Farm Rise and Gayhurst Road

There are frequently many cars parked on the pavement outside the first four houses on the corner of Hicks Farm Rise and Gayhurst Road. This is completely blocking the view of traffic coming down Hicks Farm Rise. There is going to be an absolutely horrendous accident at this junction before long. The on-pavement parking is usually worse in the evenings and weekends - tonight there are four vehicles parked there including an SUV. It is impossible to take photos of the vehicles whilst also trying to exit Gayhurst Road.
There are no markings on the road next to the pavement. I have tried to follow the steps to report this to police but the link to the online form no longer works, TVP's instructions directed me to 999 who said to call 101 who said to complete the online form.
This corner urgently needs bollards or some other mechanism to prevent people from parking on the pavement.
This has been passed to the Parking Services Team.
Subject to available resources, a civil enforcement officer (traffic warden) will go and assess, and if a vehicle is parked in contravention of a parking restriction, a penalty charge notice may be issued.
