Abandoned black Kia car in front of house for over 3-4 weeks.

Licence plate, DG63CKC. The vehicle does not seem dangerous but has been parked infront our house for around 4 weeks now and has not moved once. I noticed there was a slight flat tyre from the beginning so we expected they would fix it but it's been sat stationary for the last 4 weeks. It has caused much inconvenience as we have two cars with no drive way. We have had to park at whatever random spots there are, which means we park quite far down in different roads as our road is usually quite packed with cars.
