Over flowing dog bin

My neighbour has put the overflowing bags in black bin bags but the bin is still being over filled, smells and is covered in flies.The photo was taken this afternoon 28/05/23 and we still have tomorrow as a super busy day. I think this is now a health risk in a very busy area. Moving forward could it be emptied twice a week in the summer and could it be replaced with a bigger bin. I have already reported that it is rusted through.
