The bollard has been removed. The road is being used by vehicles as a cut through.

The bollard has been removed and traffic is using the option to drive from Market Sq into the carpark and into Exchange St.

Walking down Long Lionel you are not expecting traffic to drive quickly up to you.

I've reported this before and the job dropped.

Please consider replacing the bollard to stop traffic from cutting through the lane.
