Machine not accepting cash have no wifi to download app

We are from Canada, we have cash to pay for parking machine wasn’t accepting cash told us to download an app and pay online which isn’t possible to do if you don’t have wifi! And even though luckily my husband did have wifi your app then doesn’t recognize “foreign” cell phone numbers! This is just ridiculous how do expect tourists to be able to pay for parking??
