Dangerous/obstructive parking

White transit van, registration KA51 MDD obstructing view of road from resident driveway making it dangerous to pull out of drive. The van is held up bricks and is parked on a hill The vehicle may not be taxed or insured, vehicle registration could not be found on Gov.uk website
