Bin needs replacing

This bin has rusted away and no longer functions. People use it, and then the contents spill everywhere and your poor employees have to pick up many bags manually. The bin cannot be salvaged and needs replacing. This has been so for quite some time and I promised the great Council workers that I would get this sorted.
