Overgrown hedge and leaves and litter on footpath

This is in the Harris garden a council own area. The hedge adjacent to the flats is very overgrown across the footpath and blocking the windows that is used for access to the bin store. The path and bushes have a lot of litter and there are leaves on the footpath that have not been cleared making it very slippery. The hedge belongs to the council not the flats. Hedge has not been maintained for several years and is now out of control.
