Blocked Drain, flooding road

The road gulley in the attached photo, is located underneath a Hornbeam tree and is blocked by leaves. The flooding in the photos, is often worse than this, but this is a result of the 10 minute shower, this afternoon. Other gulleys in the area are not blocked. We don't know where the water from this gulley goes. We understand sometimes they flow into soakaways. Although this is not mapped, I wonder if it may be located on our land. I believe it may be related to the flooding issues we are having on our land and the blockage within our soakaway. You can see that my garage is flooded. It prevents me from accessing my garage and it has caused electrical issues, which has caused the house electrics to trip because the water isn't flowing away. I don't know if the road drainage soakaway and our private soakaway are connected or are, one and the same, but the problem needs investigating urgently as it has become a safety issue. We are unaware of any council soakaway on our land or any easements related to the use of a soakaway on our land. We currently investigating drainage on our land, but the problem of the highway drainage needs to be addressed, as it is clear this water is backing up onto our land somehow. This has been passed to the Local Area Technician to investigate.
We know that an important part of any road network is the drainage system which is designed to carry water away from the road surface. Even when a gully is clean and well maintained it will only cope with a certain volume of water at one time, a sudden and heavy downpour can still cause flooding especially if the road is in a low lying area.
