Tree infested / damaged on verge

Sent to Buckinghamshire Council less than a minute later. FixMyStreet ref: 3592754.

Some years ago (2015) the Council very kindly planted trees (Prunus Pandora) in Lock Road, Marlow - one of which is in the verge outside my house where it has prospered. However, I have recently noticed that it is now infested with what I believe to be blackfly which are damaging the leaves and leaving the tree looking rather unwell. I do not know how, nor am I able, to treat this tree and, having taken an interest in it over the years wonder, if the appropriate Council department could offer some help. It seems a shame that an hitherto healthy tree is now in rather a sorry state.
