Taking payment (cash) but not registering the payment or giving the money back.

Sent to Buckinghamshire Council less than a minute later. FixMyStreet ref: 3468805.

I used the carpark in Great Missenden today. put £2 in the machine, but the machine did nothing. It took payment (cash) but didn't register it or let me print a ticket. It also didn't give the money back. I had no more change, so instead used the Ringo app. Please could you let me know how I go about claiming back my £2
