Water emerging from underground may be water from road gully drains.... a nearby mains water leak is seen to enter a road gully and seems to re-emerge from underground..... Looks like the drainage pipes from the gullies are blocked so that water from a nearby leak can't drain away but comes to the surface again to drain into a gully further along the road
