Pothole along centre line but spilling into carriageway from where a cat eye has been removed

The pothole in the centre line where a cat eye has been removed has split into the main lane carriageway and burst both of my off side tyres. The vehicle is brand new and so tyres are not defective or old, I was travelling below the speed limit of 60mph. Inside the pothole were bits of metal and rubber as well as old dressing suggesting the pothole has been attempted to be fixed before.
