Manhole cover in Middle of road outside 1 Oliffe Close

After making a report about the manhole banging every time a vehicle drove over it, This manhole cover was levelled and new tarmac placed around it earlier this year and a very good job was done. I returned home today to find someone had taken up the good, black tarmac and replaced it with tarmac containing unsightly red coloured stones, a load of which were left strewn all around on the existing road surface, which constituted a risk to being flicked up and damaging windscreens. My husband had to go out and sweep them all up. I would like an explanation why the previous good job has been replaced by a shoddy job - what was the reason? It seems a waste of resources and the road is now in an inferior state.

Whoever it was who replaced the red stones with black has left the road in a very poor state - tarmac has failed, stones are coming out and the repair still hasn't been sealed properly to the existing surface. Another shoddy job! Please send someone who knows what they're doing so the repair is worth paying for!
