Hedge at least 2m's encroaching into the road

This hedge has been allowed to grow for at least 3 years, no one trims it, Orchard Lane is narrow enough without this hedge taking up half the road. The pedestrian sign cannot be seen in the summer because it is totally covered, it is so dangerous on the corner with the High Street.
