Fly Tipping/Public footpath - Large quantity of council Tarmac and rubble outside Lister Lodge

The residents of Lister Lodge have extended their driveway beyond their border towards the road. In doing so they have dug up the public footpath (this footpath was cut off for a while causing obstruction to locals (and bus stop) and pipes serving the village were clearly visible) and the council verge. The public footpath and council property, now has a cobble set driveway going over the top of it. The tarmac and rubble has now been left on the grass verge and clearly visible on entry into Little Kingshill. Will the council remove this having not given permission for this to happen?
