This is right outside my door as I come out

As you can see by the picture this is outside my door. It has dog mess and alcohol bottle. This is a regular occurrence and is awful for the children walking home from school to see let alone it right outside my door. My elderly neighbour is upset with this as well as it’s outside theirs as well.
