Traffic lights phased wrong and blocking roads. Tailbacks beyond Berkeley Avenue from roadworks at Chiltern Hills. Gridlock around Penn Avenue. Long periods where traffic not coming through the lights. Not helped by cars parked near end of Penn Avenue. Three way lights needed, parking suspension and better phasing.
