Parking in front of 40 Weston Road

Occupiers of 40 Weston Road permanently have a cone or their bin in the public parking space with some or other sign saying parking needed for for example a big delivery. If this was occasional and the parking was actually needed for a delivery or the like then it would be understandable, but the signs are there on a daily basis and, needless to say, no big deliveries arrive. The signs have been in place since they moved in about a year ago. I would like to remain anonymous as they can be very unpleasant and spiteful.
