Near Two Hoots on Weedon Hill

There is water pooling on the road and has been for several weeks, it does not seem to be rain and has beeen getting worse the last few days. This makes the road wet in both directions for a considerable distance. I am a cyclist and am worried about the roads becoming icy. I think there is a leak as well as probably some drain blockage.
