Dangerous overgrown thorny hedges at Bredward Close bus stop - child injured

I am reporting a serious pedestrian safety hazard at the Bredward Close bus stop.
The hedges are severely overgrown, with sharp thorns/branches protruding into the pavement and waiting area. There is very little safe space for pedestrians, particularly people with pushchairs.
Last week, while waiting for the bus after collecting my young son from nursery, he touched the hedge and was immediately injured by the thorns, causing bleeding and puncture/scratch marks. I am particularly concerned that a child could easily sustain a more serious injury to their face or eyes.
I am also unsure what type of plant this is or whether contact could cause further irritation or an allergic reaction.

Please urgently inspect and cut back the vegetation to provide a safe pedestrian route and waiting area, and confirm whether the hedge is Council or landowner responsibility.
This is an actual injury risk to children and pedestrians and needs urgent attention.

All wild birds are protected. This includes their nests (whilst in use or being built) as well as any eggs the nest may contain. Under the Wildlife & Countryside Act 1981 (as amended), it is an offence to:
- intentionally kill, injure or take any wild bird
- intentionally damage, destroy or take the nest of any wild bird while it is in use or being built (nests of golden eagle, white tailed eagle and osprey are protected all year round)
- intentionally destroy an egg of any wild bird
- intentionally or recklessly disturb certain wild birds or their dependent young while they are nesting (including disturbance of nesting young)
